As Mayor, Monica signed the Armed Forces Covenant for Amesbury Town Council: a pledge that those who serve or have served, and their families, are recognised for their contributions and sacrifices to our nation. For a garrison community beside Salisbury Plain, it matters.

Amesbury has grown with King’s Gate and Archer’s Gate, but its pharmacies haven’t. Residents told Monica about hour-long queues and medicines out of stock, so she took their case to County Hall, and then to the nation.

  1. 2021

    Elected to Wiltshire Council

    Unitary Councillor and Town Councillor for Amesbury West, winning 860 votes, more than the other three candidates combined. Joins Wiltshire Council’s Health Select Committee, and goes on to chair the Health and Wellbeing Group of the Stonehenge Area Board.

  2. 2022

    Deputy Mayor of Amesbury

    A year as Deputy Mayor of Amesbury Town Council, at the heart of the town’s civic life, from Remembrance Sunday to the Christmas concert.

  3. 2023

    Mayor of Amesbury, making history

    Elected Mayor in May: the UK’s first woman mayor of Indian Tamil origin and Amesbury’s first woman of colour mayor. Opens monthly Mayor’s surgeries for residents, receives an award from the Secretary of State for Health and Social Care marking 75 years of the NHS, and on 2 November raises the pharmacy shortage at the Health Select Committee.

    Deputy Mayor for a second time. Campaigns in the General Election in Salisbury, Witham, Basildon and East Wiltshire, and takes the pharmacy campaign to BBC Breakfast.

    Re-elected for 2025–2029 and chosen as Mayor for a second term on 13 May, with the theme “Unity in Action”. Signs the Armed Forces Covenant and twins Amesbury with Amesbury, Massachusetts on 6 August.

Organiser and founding member of the EVAWG Summit 2026. Campaigns beyond Wiltshire in the Swindon Unitary Council elections, alongside John Glen MP and Sir Robert Buckland.

Council bushes damaging a resident’s fence

  1. THE PROBLEM

    Overgrown bushes on Wiltshire Council land were damaging a fence. Many attempts to get the council to act had failed.

  2. WHAT MONICA DID

    Replied quickly, took up the case, and kept the resident informed throughout.

  3. THE RESULT

    The bushes were cut back and the fence was saved.

I quickly got a reply that Monica would take my case up, and so it proved! Health care for people who can’t reach it

As Director of Global Medical Mission, Monica supports medical and dental camps in developing countries and charities internationally. The Mission sponsored a Cleft Rhinoplasty Live Surgery Workshop at the 9th International World Dental and Oral Health Congress 2022, which she inaugurated, led by surgeon Dr S B Sethurajan and a team of plastic and reconstructive surgeons.

I am deeply honoured to have been elected once again as the Mayor of Amesbury on 13 May 2025, and to continue serving as your Wiltshire County Councillor for Amesbury West and Town Councillor for Amesbury for the 2025–2029 term.

This year, my mayoral theme is “Unity in Action: Building a Stronger Amesbury Together.” It reflects my commitment to working side by side with residents, businesses, volunteers, and fellow councillors to create a more connected, compassionate, and thriving community.

Having previously served as Deputy Mayor in 2022 and 2024 and Mayor in 2023, I have always strived to lead with integrity, transparency, and dedication. I am proud of the progress we’ve made together, from securing Wiltshire Towns Fund support and launching the King Charles Sensory Garden, to initiating the Wiltshire Towns Survey and leading mental health and wellbeing initiatives.

To the residents, volunteers, council officers, and fellow councillors, thank you for your continued trust and support. I promise to serve with unity, action, and unwavering commitment to Amesbury’s future. Let us continue building a town we can all be proud of: stronger together.

Meet your Mayor: the 2023 letter

Dear Residents, it is a delight to be elected as Mayor for Amesbury for 2023–2024 after serving the Town Council as Deputy Mayor for a year.

My priority is to focus on community engagement, tourism, improvement of mental health, and to serve with honesty, integrity and transparency.

There will be a Mayor’s surgery every month, which will offer residents the opportunity to meet and talk about their concerns and issues relating to the town. Surgery dates and times will be announced on Amesbury Town Council’s website and notice boards.

Recognised at the Italian Parliament, Rome

Dr Monica Devendran was honoured to be invited to the prestigious Palazzo Montecitorio in Rome, home to the Chamber of Deputies of the Italian Parliament, where she received recognition for her contribution to promoting stronger business relationships between Italy and the United Kingdom.

The occasion brought together distinguished parliamentarians, business leaders and international delegates, celebrating collaboration, entrepreneurship and opportunities to strengthen economic ties between the two nations.

As a business leader, community champion, two-term Mayor of Historic Amesbury (2023/24 and 2025/26), the Home of Stonehenge, CEO of Graviton International, President of the IAE & Euro Star Awards, and Chair and Patron of the Italian Conservatives UK, Dr Devendran remains committed to encouraging international partnerships, supporting enterprise and building meaningful connections across borders.

Twinning ceremony marks historic transatlantic partnership

Amesbury, Wiltshire, has officially twinned with its namesake town in the United States, following a signing ceremony at the Amesbury History Centre. The agreement with Amesbury, Massachusetts, a historic mill town north of Boston, begins a civic relationship strengthening cultural, educational, tourism and economic ties. The ceremony was attended by Mayor Cllr Dr Monica Devendran of Amesbury, UK, and Mayor Kassandra Gove of Amesbury, Massachusetts.

This twinning agreement will open doors for collaboration between small businesses, educators, and entrepreneurs.

The County of Wiltshire Carol Service

It was wonderful to attend the County of Wiltshire Carol Service at the Royal Garrison Church of St Alban with St Barbara, Larkhill. The service was filled with beautiful readings and carols, perfectly capturing the spirit of the Christmas season, and was conducted by The Reverend Roger Grafton GF, Chaplain, 14th Regiment Royal Artillery. It was lovely to meet the Lord-Lieutenant, Mrs Sarah Troughton.

Monica was raised with strong values: to work hard, gain a solid education and serve the community. These are her roots.

Dr Charulatha Monica Devendran completed her Bachelor of Dental Surgery in India, trained in International Business Administration and Entrepreneurship in Germany, and a Leadership Course in Public Speaking at the College of Public Speaking, London. She has always focused on updating her skills to serve the community more effectively, and strongly believes in the values, principles and ethos of the Conservative Party.

As CEO of Graviton International, she organises international conferences in science and business, and workshops and awards for pharma, biotech and dental industry leaders and C-level executives in the UK, Asia and the USA. With a background in healthcare, she has been a pillar of support to the global community as Director of Global Medical Mission, spearheading medical and dental camps in developing countries and supporting charities internationally.

She spent most of her childhood with her loving grandparents in Tamil Nadu, an Indian state renowned for its rich culture, expanding economy and life-changing education. She lives in Amesbury with her husband, a scientist and senior researcher in the UK Civil Service, and their daughter. She has a steadfast faith in God, serves as an usher at her church, and has helped with the Baby Bank, car boot sales and many parish fundraisers.

She is immensely grateful to her beloved Great Britain for shaping her into an independent, confident, strong and kind-hearted person, ever ready to serve the country and her fellow citizens.

Leadership is earned, one promise at a time.

From a resident’s fence on a quiet street to a covenant for those who serve, Monica has shown what conviction looks like when it is put to work. It is the same conviction that first drew her to Margaret Thatcher, and wherever people need a strong voice, she answers.
